Question:

When finding maximum VCG for passenger vessels, how can the effect of
passenger crowding to one side of the vessel be accounted for?

Answer:

The passenger crowding requires a heeling moment; therefore it cannot
be done at the same time as the intact stability criterion which does
not use a heeling moment.

After you have determined the heeling moment due to the passenger
crowding, you can run MAXVCG as in the following example:

  LIMIT OFF
  LIMIT (1) ANGLE AT EQU < 10 
  HMMT ...
  MAXVCG ...
